THE NEED FOR AGENCY The exclusion of American Freedmen constituents from municipal agency representation while their taxpayer dollars support offices dedicated to other ethnic groups enjoying said advantages results in disparate treatment, violating constitutional protections under the Civil Rights Act of 1866 & 14th Amendment. American Freedmen taxpayers contribute to city revenue yet receive no equitable government agency representation in municipal affairs. Various ethnic groups receive targeted support and equitable agency representation through city-funded offices, including: - The Office of African & Caribbean Affairs, serving African and Caribbean residents. - The Office of Immigrant Affairs, advocating for immigrant populations (both legal & illegal). - The Asian American Affairs Commission, addressing the needs of Asian communities. - The Office of LGBTQ Affairs, addressing the needs of gay, trans and non-binary residents. The absence of an American Freedmen-specific office results in an unfair distribution of government resources, where tax revenues from American Freedmen citizens are used to benefit other ethnic groups while excluding their own. The city of Philadelphia has a duty to fairly allocate resources to all communities, not just select groups.
